arblehead's Ehrlich Energy-bill cheap mulberry handbags compromise a 'mixed bag'

Marblehead — House and Senate negotiators on Sunday agreed to deliver extended tax subsidies and state planning assistance to help Salem clean up a coal-fired power plant as part of a compromise energy bill that would more than double the required amount of renewable energy to be purchased by utilities through long-term  Designe Mulberry bags in discount. The bill, which emerged as a hybrid of House and Senate proposals to boost renewable energy projects and tackle some of the drivers of electricity costs, also increases the amount of power that owners of solar and wind installations can sell back to the grid. The bill would require utilities to competitively procure by 2016 an additional 4 percent, or 7 percent total, of its peak-load power needs from renewable sources through long-term contracts of 10 to 20 years. “If you talk to developers, their costs go up higher, especially their borrowing and financing costs, without that long-term contract, ” said Sen. Benjamin Downing, the lead Senate conferee. The bill was finalized and filed Sunday evening in anticipation of the Senate taking the conference report first on Monday, when both branches were set to meet in formal sessions .cheap mulberry handbags. All six conferees — Downing, Rep. John Keenan, Rep. Kate Hogan, Rep. Matthew Beaton, Sen. Stephen Brewer and Sen. Robert Hedlund — signed off on the bill. Downing and Keenan said the committee also agreed to reduce the annual remuneration for utilities entering into those long-term contracts for renewable energy from 4 percent to 2. 75 percent, a perk Attorney General Martha Coakley has called a “sweetheart deal” for the distribution companies .Mulberry Outlet. “It seemed like a fair rate, ” Keenan said. Under the final bill, the net metering cap would be increased to allow both public and private entities to sell up to 3 percent of on-site renewable energy generation back to the grid, while it would be left to local authorities to decide whether to exempt certain solar and wind projects from property taxes. The bill scrapped a Popular Mulberry Handbags on sale proposal to smooth rate increases of more than 10 percent over two years, but requires more frequent rate-review cases before the Department of Public Utilities to justify additional costs. Electric providers would be required to go through a rate-review process every five years, while gas companies would do the same every 10 years. The conferees also adopted a House-designed rate plan directing the DPU to spread rates more equitably for commercial, industrial and residential customers, rather than asking one class of customer to shoulder the  fashion messenger bags .

Man jailed for beer can attack on mum

A SON who attacked his mother with a bag of empty beer cans is today behind bars.

Christopher Hillock lashed out at his mum when she refused to give him a cigarette and told him not to spend all of his money on booze.

The 25-year-old bruised her eye after picking up a plastic bag full of rubbish – including the empty cans – and hitting her in the face with it.

Then when she tried to get away, Hillock followed her and pushed her over.

Hillock, of Valley View, Jarrow, pleaded guilty to assault at South Tyneside Magistrates’ Court earlier this month, but the case was adjourned for the probation service to prepare a pre-sentence report about him.

When he returned to court, magistrates decided they had no other option other than to send him to prison.

He was jailed for eight weeks for the attack on his mother and was also sentenced to a four-month jail term (to run concurrently) for attacking his girlfriend.

Paul Doney, prosecuting, told magistrates that Hillock had been living with his mother. He said: “She gave him one cigarette, but then he asked for another.

“She said no and told him not to spend all of his money on drink.

“At that point, he picked up a plastic bag, which contained empty cans and rubbish, and hit her in the face.”

Christopher Brown, defending, said: “He realises that what he did was wrong and is sorry and upset about it.

“He didn’t deliberately hit her in the face, but he swung the bag in her general direction and it hit her.

“It was reckless. When she moved away, he tried to take her by the arm and apologise. That is when she fell.

“He was behaving in a very child-like way.”

Snowmass to Mulberry Bayswater Bags mull options for bag ban

Snowmass Village town staff will draft language for an advisory question for the November ballot about a plastic  bag borrow or steal ban, or some variation therein, after a Town Council vote on Monday. A majority on council said there remain too many unanswered questions to put forth a formal ordinance for the fall election, including whether a ban should include all retail outlets — and not just Village Market — and if the new law should mandate a 20-cent fee for plastic bags or paper bags, or both; and what those funds would go toward. Councilwoman Markey Butler said she wanted a “solid” recommendation from the town’s environmental advisory board (EAB) on what the ballot language should consist of. “We’ve got a lot of work to do on it, and only a month to do it, ” she said. Sept. 6 is the county election deadline for ballot initiatives .Mulberry Bayswater Bags. But Councilman Jason Haber said the issue went to the EAB last November, and that the body considered it thoroughly and formulated a multi-year plan to implement a bag ban. He called the council’s vacillation “disingenuous, ” and urged his colleagues not to take up staff time if support for an ordinance is lacking. “I’m very disappointed with this conversation, ” he said. “The EAB put forth a detailed study, it’s not right to put it back on them. ” The town’s stance is the mirror opposite of those taken by officials in Basalt and Carbondale. Those towns adopted ordinances and then went to the voters, with Basalt citizens nixing the law and Carbondale approving theirs. Snowmass wants residents to weigh in with an advisory vote that would shed light on the community’s feelings before the drafting of an ordinance. Aspen City Council mandated the ban on plastic Designe Mulberry bags in discount without a public vote, and the city’s two grocery stores charge 20 cents per paper bag for those not carrying a reusable bag. Ashley Cantrell, the city of Aspen’s senior environmental health specialist, told the Snowmass council that her department estimates that about 30 percent of shoppers once used reusable bags before the plastic ban. After the plastic prohibition, 80 to 90 percent now remember to bring cloth vessels for their vittles, she said. Councilman Fred Kucker said the town needs to remember that it is a resort community that mostly caters to families. Visitors are coming to an expensive place, and “20 cents won’t break anyone, but that’s not the point, ” he said. Visitors buying food may feel they’re being “fined” at the store because they don’t know about a plastic bag ban ahead of time, Kucker said .cheap mulberry handbags sale. “Why don’t we ban dog-poop bags? ” he said. “They’re also a one-time use. I’m concerned where this is taking us. ” Sally Sparhawk, a former councilwoman and chair of the EAB, told the council that she doesn’t want to waste her board’s time further studying the issue because she believes there is no political will to pass an ordinance. “We have examples in the valley we can run with, ” she said, adding that she was speaking for herself and not the entire EAB. But Kucker said the ordinance should be shaped to be village-centric, adding that Snowmass is different from Aspen and Carbondale. “I don’t think I could bring you any plan that you’d approve, ” Sparhawk said in response. Councilman John Wilkinson was the only board member to vote against sending the drafting of language for an advisory vote back to staff. He said he also wanted “word-smithing” aimed at Snowmass Village and didn’t think bringing it back to the EAB would be detrimental. The council now has two meetings before the September deadline to finalize language for November or push the issue until 2013. In other council news, the board unanimously supported a resolution to form a new, Bourbon Street-style entertainment district for Base Village and the Snowmass Mall. The vote allows taverns, restaurants, hotels, brew pubs and vintners to establish “common consumption areas” that will allow imbibers to carry drinks between and into various watering holes. But those entities, by state law, will have to detail hours of operation, boundaries, a list of licensed premises, security arrangements and liquor liability insurance, among other conditions, said town clerk Popular Mulberry Handbags on sale. “We’re opening the door for our businesses to work together and promote the village as a whole, ” she said. Russ Forrest, town manager, said there’s little downside and Snowmass police mainly want to ensure there is adequate security in place and that there is monitoring to prevent overconsumption of booze.
